    well i'm using cs5, but if it's the same, try saving it either wherever you want, or in the photoshop folder
    (for windows it's C:\Program Files\Adobe\Adobe Photoshop CS3\Presets\Photoshop Actions)

    and for mac it is Applications\Adobe Photoshop CS3\Presets\Actions)

    Then open up photoshop, and in the top right corner of the actions window there is an arrow, click on it and click load actions. select the action and you're done.

    hope this helps, sorry i'm not totally sure with CS3.
