Well for the glow, maybe an easier way would be to
go to the layers section and right click the layer
you want and go to blending options. Then add a effect
that you want but this might not get what you want.

I am answering Mike,whowants to know how to install new brushes.Here it is:when you save the brushes,save it in Adobe-Photoshop-Presets-Brushes.Now open photoshop-Select brush tool-Inthe select brushes in vertical toolbar above click ojn the small triangle,In the brush palette click on the triangle on the top right,now select the brush preset you want to add-Append.New brushes are added to your palette.

If any one could help me, how do you install new brushes, any help will be appricated.

To make brushes (shape) glow:
1. Duplicate your shape. Move it behind with ctrl+[
2. Choose a color for the glow and fill that new layer with it.
3. Rasterize it and apply Gaussian Blur to it. Choose radius of the blur

• You can repeat step 1-3 applying different radius of blur to change intensity of glow and change it with distance.
  4. You can also Merge those layers, duplicate again and choose "Soft light" mode for upper layer or "Overlay" with some opacity for more intensive glow.

Thats one way to achieve such effect at least.

To make it glow double click on the layer its self to bring up the layer styles pallet then click on the left hand link named outta glow and voila !
